Public Service Co. of Colorado's All-Source Solicitation
As part of its Colorado least-cost resource plan, Public Service Co. of Colorado (PSCo) is conducting an All-Source Solicitation. It consists of three separate Requests for Proposals (RFPs) and was issued on February 24, 2005. Through this solicitation, PSCo seeks approximately 2,500 MW of supply and demand-side resources to provide energy and capacity between 2006 and 2013. The three RFPs include:
Dispatchable Resource RFP - seeks dispatchable generation resources beginning in 2007. Most proposals submitted in response to this RFP will consist of gas-fired CT/CC, solid fuel, and firm system power sales.
Non-Dispatchable Resource RFP - seeks non-dispatchable generation resources beginning in 2006. Most proposals submitted under this RFP will consist of generators that produce energy on an intermittent basis, including eligible renewable technologies (i.e. wind, solar, biomass, geothermal, and hydroelectric generation of ten megawatts or less).
Demand-Side Management RFP - seeks energy and / or capacity reductions achieved through a technological change in appliances, equipment, and/or buildings.
