- PSCo is required to file, within 45 days after selecting the winning
bidders, a report that contains the following information:
- The number of winning bids
- The quantity of MW offered by the winning bidders
- A breakdown of the number of bids, and winning bids by resource type
- A description of the prices of the winning bids
- On Dec. 23 PSCo filed a motion for extraordinary protection.
- PSCo filed a highly-redacted “Public Version” and a “Highly Confidential
Version” that can be viewed only by the PUC and OCC.

- PSCo selected bids for:
- 1300 MW of gas-fired generation
- 260 MW, 264 MW, 75 MW, 133 MW, 253 MW
- 775 MW of wind generation
- 30 MW of DSM (bids subjected to the Rate Impact Measurement test, which
screens out projects that result in the utility’s lost revenue)
- These bids, together with Comanche 3, an exchange agreement settlement
with PacifiCorp, and additional DSM agreed to in the Settlement
Agreement, are expected to meet Xcel’s resource needs through 2012.

- Wind Bids
- Proposals for new wind development totaled nearly 4,600 MW from 22
projects. Of this total, about 2,600 MW came from proposals that were
previously submitted to PSCo in response to the 2004 Renewable Energy
RFP.
- Over 1,200 MW of wind proposals were sited in either Wyoming or New
Mexico, with the balance proposed on Colorado’s eastern plains.
- 20 of the 22 bids are proposed to be on-line in either 2006 or 2007,
with the other remaining projects proposed for 2009 commercial
operation.

- The Gas Price Forecast
- Here’s the question without an answer to date:
- What did PSCo use as their gas price forecast?
- “The company used the gas price forecast from the Summer 2004 Renewable
Energy RFP.”
- “The new long-term price forecasts from the summer of 2005 did suggest
that a new forecast was prudent to use in the All0Source evaluation. The
new forecast showed slightly higher prices. For the 2007-2013 resource
acquisition period the price of delivered gas increased by .09 $/MMBtu;
for the 2007-2009 period the average annual price increased by 0.49
#/MMBtu and from 2007-2033 the average price increased by 0.27 $/MMBtu.”

- The commitment to reopen the LCP rules was a concession resulting from
the Dec. ‘04 Settlement Agreement regarding the 750 MW Comanche plant
under construction in Pueblo.
- The docket represents an
opportunity to address incentives, transparency, evaluation of demand
and supply side resources, A37 values, community wind, etc.
- As required by the settlement, Xcel filed an application to open the LCP
docket in October 2005.
- A workshop to scope out a proposed procedure was held on October 28,
2005.
- Preliminary comments on proposed rules were due on January 17, 2006.
- A workshop is scheduled for January 27, 2006.
- A rulemaking proceeding will commence in the Spring, 2006.
